Wisconsin's Deer Firearm Seasons

One thing that has always annoyed me about the deer firearm rules and regulations (despite the fact that they exist) is that in past years there were forty-nine pages of: you can't do this, you can't do that, you can only do this in certain ways, etc and then on the fiftieth page the regulations for hunting coyotes were: you can do whatever you want and ignore the previous forty-nine pages.

Were I to create the deer hunting rules they would be in entirety (if I was forced to concede that they should exist at all):

1. Deer season starts the third saturday in september.
2. Deer season ends at midnight on december 31st
3. Here are two antlered and two antler-less tags
4. Use whatever weapon you want
